I've played 3 games in a row and all he does is aim to ruin everything. He's level 1, and an all around hate-able person.

You're going to need to talk to the people that made Shell Shock 2. ArmorGames can't really do anything with that, mostly because it's likely his account is on another website.
If you want any hope of getting him banned, you'll also need actual evidence and far better reasons. "He ruins stuff, he's level 1, and I hate him" will not suffice.
