I noticed that there was never an answer to this. I have the same question. What does this mean? Last time I used disqus, I flagged someone for flaming and name-calling and false-quoting, blocked them, and deleted my related posts because the thread was destroyed by the behavior. Then I went to use it and saw this message.
There appears to be no method to contact the site moderators for this? It won't let you post on their pages? No notifications or emails were sent. I just searched through a few hundred forum threads for the last hour and found nothing except this thread.
