I'd have to say the best Villain is Saddler from Resident Evil 4 because he almost took over the world with zombies.

between bowser, ganon, and the most evil villain in a game I think would be Jack of Blades from Fable jsut because he'll kill anyone he sees pretty much, and he totally screws up the world and ya...that kind of stuff, probably could think of a lot of villains more evil than him, but I don't want to think right now
