For the men in the rain one, the answer is the fifth man was driving. It never said he was walking. The other 4 were walking, thus were outside and quickened their pace. The fifth man was in a vehicle and did not have to quicken his pace to avoid getting wet because he had a roof over him.
And for the tool and the toy one, I want to say a bobby pin, becuase it's used to be unseen and it can be a lockpick for a thief but I know that can't be right because it's not a toy. So I need a little more time on this one.
Got it. The toy and tool one is a mask. What finally gave it to me was the sign of joy and the sign of sorrow. This hint made me think of the masks for comedy and tragedy with one smiling and one frowning.
