Chat with people through their messenger. It isn't any harm to ask people through profile comments, although it's better to get to know them first.

It also wouldn't be bad to introduce yourself in the newcomer's forum so you could get known.

...People seem to miss the point of a firneds list. It is to be used for people you tal kto often, and respect. Much Like a real frined. You dont just walk around going, "Allright! Who wants to be my frined? O yeah! Right here! Any takers?" And if you do thats quite sad. Interaction, and a good, none spammy additude will do the trick.
