@bboy1122 and clone45, making your own country and military is most certainly impossible with only 10 million, however, with 10 billion you may be able to make an army.
As for my answer, i would just buy a lot of video games and try to push my luck in the stock markit with a couple mil. all the remaining, I would save for later.
