Flags are bad. They are used to alert mods of problematic posts/comments.
The amount of vote ups aren't used to determine whether a comment will become a merit. The mods don't take vote-ups into account when awarding merits since they'll go through all the comments in a game and read them if they're going to look for comments they'll award merits.
Mods can't see if a comment have been flagged. I've heard (from Strop, I think it was) that flagged comments gets sent to a database only the admins can access. I don't know for sure, though. But mods can't see them. Still, don't hesitate to flag if you see something spammy.
As Gantic said, no amount of vote-ups can make a comment a merit. But after a certain amount of vote-ups, the text gets bigger, and thus allegedly easier to spot (for mods that are searching for merit worthy comments).

Well, there are many hypotheses to this, and the only way we know is if a moderator him/herself tells us. I say there is a list of flagged comments that they can look at; it says where the comments are, and they go there to delete it. The inbox is never empty XD Also, Firetail_Madness's hypothesis too.
Flags don't alert mods, they simply make the comment/forum post bigger and more noticeable.
If flags don't "alert" mods they're a waste of space. Flagged comments should look different and if it's different that should "alert" a mod that there may be a problem. Otherwise, there's pretty much no point flagging comments.
I don't want to have to put a qualifier/modifier or whatever it's called for everything I write.

More or less, only a few people on this site can see flagged posts. The catch is that only one person who can see them is on enough to deal with them, and that person is Carlie. The other catch is that she has more important things to do than look though every flagged post.
So if you really think a post/member is doing something wrong just send a mod a message. Promise you it will work a helluva lot better.
