Try pushing the shift button six-ten times, and see if the sticky-notice does not come up again.

That's because you're supposed to click cancel, unless you need sticky keys on. How sticky keys came on, that's for the computer to decide; mine comes up by pressing shift 5 times. If I don't need sticky keys on, I just click cancel and pretend it didn't happen.

Sticky keys can also be turned on/off by holding certain keys on for 5 seconds.

You can permanently disable or change the settings under Control Panel > Accessibility.

I'm leaving this topic here because this is a standard accessibility feature of Windows and other people may also be affected.
