At level 30, you can achieve 600+ instinct. Wrath of the council also provides some nice Ice Piercing.

If you have maxed out tenacity, you do not need the Law Binder, you can use the Warth of the Council. With the combination above, maxed out tenacity and used the Warth of the Council, I have 7973 health, more than Veradux who has the Surgeon set and the Supremacy (7557).
