the reason i have to pay micro soft it that thay say my windows is counterfeit, and i have to buy another version off them for $217, and i can not alter my background in any way until i pay. i have tried setting numerous backgrounds, but all are removed by the one i have stuck on top.

You must have installed the Windows Genuine Advantage anti-piracy software, because Microsoft does something with your computer if they detect you have counterfeit windows.
