The forum isn't here to help you with your homework dude.

So I suggest you start working instead of making threads to ask ppl for help.

Actually, there's nothing wrong with this.
Besides the all caps.

Anyways, first we need some information, like where you live, because it's not the whole world that follows one government.

it shouldn't censor vulgar language, only if it is in excess so much that you can't understand what the person was trying to point out

No. they should not censor songs. It would be a waste of time and money.

of course not, censoreship is just un-ethical, but parents should watch what their kids listen to

The best governments can really do is put warning stickers on and age ratings. But htese are at best advice and can do little to prevent the wrong audience hearing the songs.

Obviously thanks to "freedom of speech" it is hard to ethically censore the songs. however I think language usage depends on the situation. Rap (I am slightly biased in this since I am an absolute hippie rocker) generally overuses bad language sa well as some of the imagery and themes they discuss is, in my opinion, not needed. Not that "yellow matter custard dripping from a dead dogs eye" is much better, but who am I to talk I'm no a walrus.
On the other hand comedy songs such as the godly Amateur Transplants (anyone remember the "London Underground" song) use bad language to exagerate for, well, comedic effect which I think is marginally better.

I think that since it's a free country, we should be able to express ourselves with all the language and sexual content that we want to. Even though I disagree with alot of whats out there!

North America it is a Democracy.

With democracy comes the freddom of speech (stated before many times), therefore it is an instant no to your question. Just go (not copy) with pixie's post, it is well written and explains the basics.
