Every time time when I see a nice, constructive comment I vote it up. And as I understood it in that way you help someone to get a merit. And I agree with Qwerty, most people don't vote up because most people don't really care.
Yes, I do, when I think I see a comment that deserves a merit, like ones that actually may provide useful constructive criticism towards the game so the author may improve it further. But there are even times when you get lazy, and I don't visit games a lot, so yes, my voting ups have decreased, but if I see one with good standards, I will vote it up. It's easier than flagging all those comments...
I vote up/flag sometimes. When I do I go through the newest games page and popular games(maybe, depending on how much time I have) comment pages, but that's it =/
I haven't done it in a while though, I normally would go through the games on Saturdays staring at the seemingly endless comments but I haven't these last two weekends =O

No, don't think anything else happens to it, side adding a little +size to it, so the text gets a little bigger(if enough people vote it up, of course).
I do vote up people. Even if many of my recent comments have been long reviews, it does seem that there is no one voting up your comment.
I am irritated with the fact the many thousands of AG members, spam and spam. For example, one person would comment the game like this " Great game 8/10" or "This games sucks" sometimes you could expect someone saying "lol" and that's it.
It would be easier to obtain merits if there were more people, vigilantly searching through random games, finding worthy comments.
if you click the green arrow on a comment it goes to the top so a mod could see it and maybe give a merit if its worthy of it.
