both relate to opinions, judgement calls, and predetermined knowledge of what those words actually mean.. so there will not be a definite agreement upon those clauses between users

Umm, what about the "Count to 1,000" thread? Voidy said he would let it slide until it gets too out of hand. Most users in that thread are socializing with their number, so it isn't mostly spam.
Well then there are a couple that should be locked like count to 1000. Also how about a rule that a RPG that is 10 pages away and has less the 3 comments gets deleted cause then there would be easier to find things =)
Some times people are gone for a few days, and other times, but rarely, many topics are made at once, and the first 4 pages might be active within 2 hours so you never know. ArmorGames doesn't seem to delete a forum topic unless there is something wrong with it or the creator asks it to be locked or deleted.

As long as it is not all spam, then yea it should be alright. It is considered a game.

Yes, RPGs are fine =) In fact, they are probably the best type of game because they require quite in depth responses.
