How about the game Empires total war for the PC, It's real good realtime strategy. The total war series are very well known and very popular. Empires total war just came out a few days ago. Try googling or something about it.
A wii is under 200 if I remember right. Young children often like it and I recommend super smash brawl as alot of people like it.
Easy, Star Wars: The Force Unleashed on Wii. He will love it, I know of a 8 year old boy who loves it. Close enough. He allowed to play 16's? Star Wars: TFU is a 16 but should be like a 12.

hmm OK,well heres an idea for video games.Ask him if he wants any particular video game,and if you can afford it then get it for him.If you want it to be a surprise then thats a different story,but with video games its typically a good idea to ask the person,as there is no way to predict if they will like it,and unless you keep up with what they already have,then you could end up buying them a game they already have.Its just a thought,but as for outside activities I couldn't help you,and I don't know what you could get for TV that is under $200.
