Does anyone know why south central for midnight club la isnt out they have already delayed it once from the 12th to 19th and now it didnt even come out the 19th and the site still says coming out soon and that it will be coming out the 19th when its the 22nd now

Just exactly what is this game about? I don't think I've heard of it as of late. If someone could enlighten me about it, it would be most appreciated.
