Not so sure. However, I believe that the best exclusive PS3 game is Metal Gear Solid 4.

The best PS3 game in my opion is either,

Exclusive:Resistance 2, Killzone 2,
Non Exclusive: Call Of Duty: Modern Warfare

Those are also some of the best exclusive games.

Call Of Duty: Modern Warfare

I wouldn't say it is the best among all. I just think that it is the best FPS for the PS3.
