I really think you're underestimating the power of the Vogons, yes they have no aim but they do everything by the book. Each form has to be signed appropriatley and filed for 6 months then buried in a sack. Luckily the hyper-inteligent pan-dimensional beings have thougt of this and replacd the proto-apes on earth with humans as a biological circuit board in the computer to calculate the queation to life, the universe and everyhting.
