I saw a lot of people in community that stop at the level of 2x Blood Hounds and 1x Riot Police (or specialist), so I´ll make this guide for PSYCHOLOGICAL building:
1: You must keep in mind that the Riot Police don't deal significant damage (about 650), so you can focus on the Hounds. 2: The Blood Hounds ALWAYS start attacking the weakest party member, so have sure that you have more health than Veradux or Roald. 3: try to keep one of the Blood Houds stuned, and then you can attack other one and give time for Veradux do his job.
[/b]The build (without pre-requesites):
Traumatize (2/2): Use to keep one Blood Hound stuned. Shock Therapy (3/3): This will be your only offensive alility; If you have 300 of instinct, it will deal about 2k of damage. Will be used to for finish with buffs that Riot Police put on Hounds. Electrical Storm (3/4): For when you need focus. You can up it to maximum level, but it isn't necessary... Tenacity (5/5): Yes, you need it at maximum level (or you can put 125 points in vitality; your choice...). Charged Blood (5/5): If you want to deal some good crits with Shock Therapy, this must be at level 5... Ultimatum: This is very important if you or Veradux have less than 5k of Health. If Veradux die (and this will happen fast if he is weak), you must have one "B plan".
[/i]Important: Take out all armor of Roald, for the Blood Hounds stay distracted.[i] Just remember to put Veradux on phalanx mode, an let Roald on tactical (if you're VERY lucky, he'll stun a Blood Hound, or let Riot Police impaired). You start using traumatize on the first Hound, and attack the second, stun the first, attack the second... You can use this for 4 turns, and then probably Roald dies; In this moment, you must has killed the first Blood Hound. Veradux will need to keep you and he safe from damage for 2 turns, and then you can back to stun one of they and attack the other (I preffer to stun the Riot Police, but you choice...). When Veradux die (you should be with one enemy with full health, and the other almost defeated) you use Ultimatum. Now its funny, because the max damage they will cause to you is 65, and your health is full again. ATENCION: you have only 10 turns to finish the battle when you activate Ultimatum.

I see... I always used the elcetrical build, or the shadow build alone. The first one got me killed. Fast. The second one nearly allowed me to win (with Ultimatum) but ultimately(lol) failed.
Let's try this one to be sure. Also, I'd wagger a guess that you either speak spanish, or something relatively close to it, since you wrote "Atencion", which is spanish for "Attention". I should know, I speak spanish.
And... I'm kinda experiencing problems here. If I lower too much of Roald's health, he stands a high chance of getting one-shotted. Same goes for 'Dux, I'm afraid. I killed one, but I died to Ultimatum. My damage didn't even reach 2k. And that's probably because I did not have 300+ Instinct.
The guide is helpful, however, I'm pretty sure that most people stuck here are doing Legend Runs, therefore, not training. As such, no one on a Legend Run would be level 20 at this point.
It took me 3 days, but I just beat Bloodhound, Bloodhound, and Specialist level - the second bloodhound level in Z5.
Level 21 Psychological, Electric Build. Roald Phalanx for first four turns, Veradux Phalanx 100% of the time. Veradux died, Roald had 296 HP left. For strategy to work ROALD MUST BE ALIVE.

(I suppose you could have 2/4 Electrical Storm and 5/5 Tenacity instead, for extra HP.)
General Strategy: I actually targeted the two hounds first, then killed the specialist last. Somehow I think the hounds are more vulnerable to lightning strikes, I did heavier damage on them.
Strategy: Shock Coma, 1st Hound Shock Coma, Specialist Shock Therapy, 2nd Hound Shock Therapy, 2nd Hound ----Change Roald to Relentless---- Traumatize, 1st Hound Traumatize, Specialist Wraith Form <--- this will insert an additional turn, so you can bypass the 1-turn gap of Shock Coma's cooldown! Shock Coma, 1st Hound Shock Coma, 2nd Hound .... etc
Lineup changes when only two targets are left. Shock Coma the specialist 100% of the time, and traumatize the hound. Other attacks remain the same. BE SURE TO TIME YOUR WRAITH FORM CORRECTLY SO WHEN YOU EXIT THE WRAITH FORM THE ENEMIES HAVE AT LEAST 2 STUNS (your last move as wraith form should probably be a traumatize), otherwise they will strike twice! And kill you
You need Roald to kick in additional damage, otherwise the shock coma's 1.3k~ heal will cover, if not heal, all the damage you can deal for that turn. Roald can reliably do 600 to 1500 damage, bonus if he does a stun.
Starting the fight is a bit luck/chance, Veradux has a 60% chance of dying right away. Restart the fight if that happens.
