Im stuck on the police guy(i can't remember his name) He has like 100k of hp and uses that buff to make his attacks do 100%more damage. Im a bio going for legend run.

When he has "Reloading" nuke him with vicious strike (speed bio) or withdrawl.

If is police guy is riot police,and if is the secret police boss,his name is Colonel and the rest of his name i dont remember.

The enemy you mentioned is called Police Colonel and his buff called Guns Blazing, allows his attacks do be increased by 400% more damage, not by 100%.
