I suggest you look up the "Anne Kilkenny" letter on factcheck.org. Factcheck says it's legit, and it details just how much inflation rose in Wasilla during her mayoral term, and how horrible Palin is with economics.
A good example of this is that, as governor, instead of using the huge surplus of money Alaska used to have for infrastructure, she gave the residents an extra $1,000 or so each. Immediately after, she decided it would be wise to borrow money to invest on infrastructure and other provincial projects.

It would be impossible to measure his intelligence by more than what he says. I'm not saying he's stupid, but he's a bit clueless sometimes as to what's appropriate to say, and mixes things up a bit.
