Well, they have discontinued the use of that armatar, which is why I don't have it. If you still have it, there is quite a lot reason to believe you are hacking it.
Which is odd, since it should go to the regular shields. First because the starry one is retired, secondly because it is a legacy armatar for those who had not changed their armatar throughout the years, and not a starter armatar.
1. that happened was they forgot to program the default armatar to a diffent one if your armatar got removed. so it's defaulting to the starry backround.
