CoD 4 is much better because of all the good mods and nice maps. Cod WaW was a giant flop because the tanks, flame-throwers and people is bord of WW2,so CoD 4 owns
I personally prefer WaW and I seriously don't see how you can compare it with COD4. I mean, they both take place in different time periods, and the weapons in COD4 are, without a doubt, better than WaW guns since COD4, once again, takes place after WaW. WaW is very fun on the Wii though.
