Rangers and Celtic want to join the Premier League, because they think that the SPL (Scottish Premier League) is less competitive and for that reason the teams don't make enough profit. But this would also mean that probably the English national football team, would cease existing and Scotland and England's teams would merge. That's all folks.
There is has been so much made about the Scottish national team not wanting to merge with the English team (mainly causing GBR not to field a team in the olympics) so I don't think it is likely to happen even if the two teams want it. Unless there is a way for them to join without affecting the national teams. But there are several Welsh teams that play in the English league system without affecting either national team.
It won't happen and it shouldn't happen. It's nothing more than Rangers and Celtic wanting to make bigger bucks. Funny how the Scots are rabid nationalists in every aspect, except when it comes to scrounging money off the English.
