GIMP.

I think. It's free, and it's something you can download, and it attempts to be sort of like Photoshop (with bonus ability to animate).

Depends on what you want from the program, though.

Each program does different things. Right now I have GIMP and Pixen.
GIMP is between an upgraded MSPaint and Photoshop. Pixen is for pixel art, but can also be used for many other things. It's my favorite program for making pixel art. Paint is another good one it's really good for editing photos, but it's only for Windows.
