Well, most threads are not deleted, for example it may be brought back, plus it does provide valuable information in some Sections.
For example, in the S&S Section, locked threads are left there, so that people can find answers to questions that have already been asked. That's why they're merely locked, not deleted. Otherwise, the time spent to formulate answers in the thread would be wasted. And more threads with similar questions might appear, which is something the staff try to keep at a minimum.
THEY DO NOT NEED TO BE DELETED. because some of those threads are locked because mods don't want any wrong information on that thread. because the thread includes good information. and they leave it there so that other users can see that information. and hopefully it's helpful to them. so no deleting locked threads.
DiGiorno, good threads don't get locked until they get answers, but that is not always the case. Some threads get locked for just being flat out ridiculous or strait up against the rules.
From what I can tell, threads gets locked instead of deleted so the user and other users can learn from past mistakes. Not only that, but if a user went to a thread of theirs, found it locked with the reason that it is locked, given most mods state the reason, they cant complain as much as if it was deleted. If a thread got deleted, yes users would complain about loss of AP, which should only be 1-2ap so its not even that big of a deal. But also go to all the mods nagging about it just disappearing until he/she got an answer. Which is most likely very annoying. Also new threads will pop up in this section, the S&S saying "My thread disappeared. Its a new glitch." or something similar to that. Which causes the mods to lock that thread with the reason the previous thread was locked. Therefore; threads are best locked, not deleted.

yea i know but. once they get the answers they can get locked. so that no extra comments will be made, and they leave it there because well.. all has been said
