I don't have it, but it will let me watch On Demand shows from Boomarang.
Dexter from Dexter's Lab was hilarious. I wish they still showed it regularly. I have Boomerang, but it doesn't come on often enough. The same applies for Jhonny Bravo.
SpongeBob used to be hilarious, but... I can't stand it now By that I mean I still love older episodes, but I Loathe the new episodes. They've become stupid (Even for SpongeBob), and have just overall lost their charm. V_V I'll gladly watch the classic episodes, though.

With Comcast you get it for free xD At least we do anyway. Even though Comcast sucks xP
But anyway, let's get back on topic. Another funny cartoon character would have to be Jimmy Neutron. I got burnt out on that show horribly bad back when I was a kid, but it was still really funny.
