i have both but i cant decide which is harder on legendary or on veteran
WaW is way harder... way way harder. because in veteran you can't coop with someone and still get achievements, you have to get them in single player campaign. whereas in Halo 3 you can die and still respawn next to your partner. A lot easier IMO.
They're both bad games.
