No, no, no. Maxis made Sim City 1, 2000, 3000 and 4 and Sims 1. I am not sure about the Sims 2. EA published some of Maxis' games.

Well, I read he played a lesser role in developing Sims 2 and that he did not develop Sims 3. He did come up with the idea of the Sims and he did heavily contribute to the development of the original Sims game.

Maxis was the developer, while EA was the publisher. You're pretty much correct by the way.
EA acquired Maxis in 1997 so all Sim City games before that were not published by EA.
