The forums are made from scratch by the staff.
Also, most of the ghost accounts were made back when there was referrals, which means the accounts were made by actual people, which the "Type the letter" system would not have caught.

They are made by humans, yes.
Because of the referral system, there was a fee of 20 or something ap for each new user you got to join. This system is of course easy to abuse, which lead to a good number of the ghost accounts you see.
As these were made by other users, they were left as soon as the 20 ap had gone onto their account.
This was later removed due to this abuse.

At least most of the ghost accounts are human made.
They were mass created to gain referrals (20 AP pr. account created).
The referral system was removed due to this abuse.
