If you spend less than 30 seconds between posting a game comment and having typed the next one, I suggest you put just a little more effort into playing the games before you comment. And a little more effort in the comment itself would probably be good too.

But as to your question:
Why.
To prevent spammers from continuously posting/commenting nonstop.
