Lolicon, technically, it's just some one (In Japan mind you) who is dating a girl who is 12 or younger. Since the age in japan, in which you can have consensual sex, is 13years old, it is illegal for an older person to date some one younger. So if a 13 year old boy is dating a 12 year old girl, that boy is a lolicon. So really, Lolicon is only bad if it's in the form of a hentai, while a couple good Lolicon anime actually exist (Lucky Star anyone?).
