I'm thinking of trying out the old mon bank gen grid forge build again. It seems pretty sweet now that I think about it. You can always missile dodge a mod past missiles, and romans provide a nice enough shield to stop... a lot of things. It probably has something wrong with it, though.
Forget the lack of air, anyone who sees bank gen should be setting up a pretty big pin right away. Going bank gen is pretty much an auto-lose against a fasc or another mon. Queens as cap would be interesting though. I'm not actually sure if you can get a queen out before the mod saks deal too much damage, but I certainly wouldn't doubt the possibility of being able to do that as cap. An arsenal rush would actually be pretty funny against a bank gen mon.
Maybe not a queen but i bet you could get a good hover/sniper wall going... snipers just cause there wont be enough hovs to actually do dmg but the snipers could fend off the romans until you can get more hovs off or a queen
