No. He can create an infinintely big rock, with an infininte amount of strength(if he even exists). This is kind of like the question "Unstoppable object colides with immovable force".
What he means by this is: God can do anything If He can do anything, He can make a rock so big He can't lift it. If He can't lift the rock, then He can't do anything.
