Well, I wouldn't say that. China has double our military spending. Everyone else is to hyperliberal* to consider self defense or war. It's why many of those countries get attacked every other day. They don't have the wherewithal to destroy their enemies.

Meh. I was exagerating how easy it is to get one.
Of course, it's not that easy. There's all the BS in the middle. You could get a small one for about 500,000 though. Not to many to be found the the mafia would be willing to sell. Or the government itself. It takes a while for the transaction.
I remember a story where some smugglers were going to be sold an old Russian nuclear sub for about 50 million. That's about 1/3 price. Of course, the DEA caught them before they made the transaction. Their contacts were less than happy.
