A lot of people are taking computer classes in school. If you have learned or know how to do one or the other (or both) which one do you like using more?
I've never heard of flash, and I think Photoshop is way too complicated. I don't have a computer class since my School is so frikin' poor.... I honestly have no idea.
They are for completely different tasks. It's like asking whether you rather using a bicycle or a bathtub.
Flash is for mainly games and interactive things. Photoshop is for photo manipulation. Lots people will say photoshop is for drawing and logos too, but it's really not. That's what illustrator is for.
Anyway, I tried Photoshop CS3 some years back, it is really nice once you get to know it, and is pretty much for the lazy artist. Or photographer, since it is often used as a photo editing programme. Of course flash would be obvious since you do not seem to be an artist (if you are, well, sorry), and knowing the coding most likely would be more interesting than learning functions.

Uhm, you know, that is the programme flash games are made in. Not really an art programme (as Klaus so nicely noted, technically photoshop is for photo...shopping), but rather used for making games (or animations). SO yeah...

Anyway it's really up to you photoshop is a photo manipulation program/graphic creating program. Which is more usefull for a more of a non geek person who takes a lot of pictures of work on yearbook.
It easier to learn than flash is since there is no language attached to it.
Flash is more diverse from creating webpages , art and games ect.. You could also incorporate your flash knowledge into more things like animation, programming(action script is similar to java thus teaching you programming a bit)., graphics. I would go with flash since if you master than you can become for diverse and you learn more theory of programming, art and graphics. Which could help you in the future.
