How does that work better than making a new game? It isn't exactly less work, if you incorporate lots of updates to release.
Little updates are individually less work than one big update. Even if we did have a Colony 2 eventually, it would still be frequently updated. So there wouldn't really be a point in creating a sequel rather than a series of updates.

But people have already lost interest in Colony, therefore they won't check back for updates, whereas they might play Colony 2, because, well, they might find something new!
