Yes! He's also the writer, the creator, and I believe the director. In fact, the British Office came before the American one, so whenever you watch either version of the Office, you can thank him for that.
I don't know too many comedians but my favorite has got to be Jeff Dunham. He is a crazy good ventriloquist. He also makes his own helicopters! He also made Walter.
