Most of them can be found in training fights.
They're just more rare than prison guards.

alright, wicked. does this include sub bosses? and do i have to win the fight VS them first or could i get lets say the zcpi elite at the start?

Only some come up in training. In zone 1 i think its convicts, guards, zpci, and twisted experiment, and they come up totally randomly, although i've found that having the items they drop in your inventory seems to make the enemy appear more often... (Ex. Having the Zpci helm, legs, etc. in your inventory makes you fight him more)

zarco, good tip on the items in inventory. i did get a crap load of guard items and thats all i ever got (litterally 20 battles in a row)

Inventory thing...well I guess that's why I fight the City Council so much on my cold hydro...lol...

Once I went into a training fight at the start of a zone and got a later enemy =/ I think it was the twisted experiment, before I reached him.

u know the trident thingy (i don't know what its called) thats in zone 5 that givs a ton of instinct? who drops that?

I believe it is a (rare) random drop from all the tunnel monsters.

And...Wrath of the Council? Rarish drop from City Council, I'd put Magistrate Robes as rare though...

i ment wrath of the council, and are you sure it drops from city council, cause i keep fighting them (i quit and reload whenever it isn't city council) and after my 20th fight, still no wrath of the council
