This is how i did it.

First damage the 1st council member to around 1500 hp, then let your teammates keep him busy. If the hp get too high, use the electrical strom and attack him.
Then break the shield of the second council member. After than, kill the first one.
Then turn into wraith form, and focus all your attacks on the 2nd council member.
