Yeah, well AG is prone to the "snow ball rolling down the hill" effect, and the "Canadian" threads are going to start it.
And besides, just because it is not a huge problem does not mean it shouldn't be mentioned.
Example: Let's say there is a serial killer in some city, that is on a murder spree, and he had killed 10 people so far. Now, this does not effect other cities, it does not hurt the economy, and the odds of him picking you are low. So it could be called a "small problem" and "not an issue" because of how little effect it has on other things. But does that mean the police are just going to forget about him and let him do his thing?

Yes, we normally lock threads if they target a specific person or group. But, it also highly depends on the direction of the topic. Although I am sure that Klaushouse did not intend it to be a legitimate topic, it turned into an interesting thread with a lot of people participating. In other words, overall it is a productive thread with constructive content. It is not derogatory.
