There's an old saying in Afghanistan. 'You can rent an Afghan, you can't buy one'. The British tried to bribe the local leaders over 100 years ago. The Italians recently did it. The thing is, the moment you skip on your payments, they will turn on you. It's almost certainly a temporary measure whilst they are launching their offensive. It will probably work for this short period though.
