while thinking if we take humans as a ideal creatures(honor,dignity etc) I would say the best would be anarchy-or ultraliberalizm which is best for individual-- and communism-or ultrasocialism which requires altruism-

if we take peoples as malign creatures who pursues only their own self interest like viruses I would go for technocracy or meritocracy with strict bureaucracy or those two merged with an authoritarian government

the main problem with government is Quis custodiet ipsos custodes?(latin for who will guard the guards)
