If you are going to post flash on the web, for example armorgames, then you have to buy the commersial versions of programs like Flash. If you dont they could most likey track down the maker and version and you could get in trouble.
A 13 year old most likely doesnt have the potential skill, intellect, or patience to make a flash game... if you consider every aching pixel of the game is at your discretion you really cant just wing it. Im sure a pro would say different... but in all fairness theres a gap of communication among the experienced and the clueless... which may as well be me, seeing as i have no idea when it comes down to the actual game making, good luck anyway..
