Anyways...the plotline behind this RPG is...*reads manuals and documents*...nothing whatsoever. I guess you'll have to create your plotline as you go!

You approach the fench that surrounds your town, undetected. The fence is supposed to keep you from escape, but it's only electrified 50% of the time, due to low electricity amounts in your town. It's impossible to tell if it's electrified or not...
