I'm in zone 5, fighting the city council. I'm atempting to get the legend achievement so I've been following the "All Achievements One Game" guide which has been really helpful but on the city council part the guide gives good info on beating the first council person but once the other goes into state of emergency I can't beat him without geting killed instantly. How do you kill the second council member I need some help because I'm tired of getting "ONE HIT KILLED"
OK, i know that i'm answering my own question but after a lot of frusteration I got it.Oh and this is only for bio .First make sure that Roalds or Felicity's speed is higher than yours, it really doesn't matter which you use, whoever you prefer.Also you'll need 2 crystalize's. What you need to do is crystalize one of them and kill the other. Once one is dead you MUST keep the other crystalized until the judge buff, or whatever it's called wheres off. Yes it will take a really long time, 99 turns to be exact, but as long as You have 2 crystalize's it will be Ok. once that buff FINALLY goes away alow him to get up and cast state of emergency. After he casts SOE(state of emergency) crystalize him. don't let him attack. Now this is where haveing Roald or Felicity's speed higher than yours is key, after the crystalize wheres off he will stand up. Make sure the teamate who is faster than you is set to relentless. Since you don't go first your teamate will be able to get one attack in before you crystalize the council guy again. So if exucuted correctly everytime he stands up your teamate will get one hit in and then you crystalize him again and then you wait until he stands again... you get the idea. this will take a long time but I promise it will work as long as you make sure that you keep him crystalized until that buff goes away and then your teamate will get in small hits untill eventually he goes down. I hope this helps because if you are attempting to get legend, like myself, when you get to this fight it can be very tough.
Eh, an easier way though could be to kill them both at the same time.
Would uhm...assuming you have the withdrawl nuke, crystallize one, kill the other, then nuke the crystallized one, so he doesn't have time to set up his nuke (5 turns or so).
Or you could just pray that Roald spams his stuns/silence, he needs 1.4k or so focus to nuke you.
