The New American Nation along with the United Kingdom Unified States were formed by the survivors of the Nuclear Holocaust in 2312 , with diffrent areas given diffrent colours:

1)Green: Safe for all
2)Yellow: Minimal Radiation, caution advised, but otherwise safe.
3)Red: Radition present. Off-limits except for specialists in protective suits with level 2 or higher access

UKUS:Green apart from Northern Scotland, which is Yellow
NAN: Green
Russia: Yellow, apart from former capital Moscow, which is Red.
Australia:Green
Ukraine:Red
Afghanistan:Red
Japan: Red
China: Red
Australia:Yellow
France: Red apart from Calias and Paris, which are Yellow.
Germany:Green

If you want another country included, tell me and I will add it.
Red countries cannot sustain life, apart from mutants.People picking red countries to live in will be classed as mutants, apart from one, which will be Mutant Overlord. The game is that Mutants are trying to attack Yellow and Green countries, attempting to toplle their governments and turning everyone into mutants. Depending in what you choose to do will affect what happens.

Weapons:
Mutants: Plasma Rifles(causes 2 wounds and locks often)
Mutant Commander: Flame Pistol and Riot sheild (riot sheild ignore one wound inflicted, flame pistol 3 wounds for CQC (Close-Quarter Combat) 1 for open battlefield.
Merc Commander: AK-47, Flame Pistol, MP5A1 (MP5A1 and AK-47 cause 2 wounds each)
Mercs:MP5A1, Desert Eagle (causes 1 wound)
Scavenger Commander: Flame Pistol, Makeshift Rifle (makeshift rifle causes 1 wound and may lock often)
Scavengers: Makeshift Rifle
NGO General: AK-74, Riot Sheild (AK-74 causes 3 wounds)
NGO Troops: SA80 (SA80 Causes 2 wounds and locks often)

If you get a random lock result (decided by me) then your weapon is useless, and you must wait for incoming enemy attacks. For poor NGO Troops, getting a lock result means almost certain death, unless facing another lock-weapon.

Just to point something out, you put Australia on the list twice; once as a green nation and once as a yellow nation.
