The only way to submit a game to Armor Games is through the submit button located on the top right of the screen.

Armor Games only accepts Flash Games, no other applications are accepted, so if you want your game to get on Armor Games, you either have to convert it (if possible) to a Flash Game or post it on another gaming website. (the last option is not the preferred one, of course... :P )

And with your last question... do you mean a website where you can download the Flash Programming Tools?
There is, simply google it and there will be several options for you to download the programm to make Flash Games!

Oh, almost forgot to re-direct you to the proper forums where you could state this problem and get the proper help faster... :S
