I need help with the buccaneers quest: "The town of Condon has been taken under Enforcer control. We need you to Battle the city and win possession. We can't let the Enforcers run the show!"
when I go to Condon all there is to do is the usual buy, sell, guild, ect. I have over a million gold, and a -100(true evil) global reputation. how do I battle the city?

This happened to me too. The insanely massive amount of glitches and bugs ruined a potentially excellent game for me. I had to restart my character about 4/5 times in order to complete that game.
I never came across any glitches with it. You have the option to battle the town, before you actually enter it and can see the things like buying, selling etc. I think it shows along the bottom where the attack place thing is.
I got stuck on that game because I left both guilds and I couldn't rejoin - the game kind of has no point now because I can't do anything, might make a new character but it takes too long to get to the same point
Are town defeatable? I got a combat maxed party, full equipment on the landship. Town dish out regularly 2 times my damage; and obviously I lose. Any tips?
Get yourself a mix of high combat and defence people. Then get best armor, and best weapons for all of them. Also make sure you don't get hurt by anyone on the journey to the town. If you are below 90 or 80hp it makes it a lot harder.
I agree but for some reason I like it better to have people with the highest attack in my vanguard so you better take the highest attackers so the damage will be from 20-55
