Well, this is interesting. I assume that the windows on the limo are extremely tinted? If so, I shall go buy a one of those mini guns with a silencer that are small enough to fit in a sleeve. Then, I will sneak up on the driver while he is off duty, silently kill him, drag the body away to somewhere dark and hidden. Take the cloths and dress in them and hide the gun in the sleeve of the suit. Then when I get into the limo with the Governer and the guards, I will turn around and kill them all, the guards and the governer quiet and swiftly. Then, roll down my window and shoot the police oficers on the motercycles. Then, speed up and drive the car into a nearby body of water (Probably ocean, since we are in Los Angeles?). I will swim out of the open window when we are underwater and swim away to safety.

Well, your plan looks well thought outso I'll just stay close by, on the road they're supposed to take in case something goes wrong. While I'm at it, I'll buy that same kind of gun as Sam, could be useful.
