I think maybe we should be able to change our rating of a game because I once was playing really good game and I think I rated (by accident) 6/10 when I wanted 8/10.
And I had an idea to avoid spam in commenting on games is to have a minimal amount of characters/words in a comment. Also maybe having a one comment per game rule, or minimum because people can just go back and forth making comment and spam. Also maybe deleting your own comment.
I know for sure that those have been suggested before, or atleast the changing a rate idea. Nevertheless, I think it would be usefull. About your other idea, the minimum amount of characters to post a comment, I think it would certainly decrease spam in a certain degree, but there are still users just say NIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIICE. That's the way THEY will reach that amount.
One comment a game? I don't think this one will do, sometimes you missed something and you want to bring that to the light, so the Game developer does know what things did went wrong (As that's what commenting is about)

You would be surprised what people will do for their 2 points. You know, really surprised. Would make it harder to spot.

Some do come back to make a better and more descriptive comment after having played the game more, even though they made a smaller, but still rather nice comment. Considering the amount of new users that might play a game, comment, and then come back when they have gained knowledge (of them 25 points) to write a better comment, I say this would ruin it for them.
Also maybe deleting your own comment.
Deleting evidence is bad. Especially if you are doing so to not get in trouble yourself.
